1. Project Scale
The site spans 1.78 hectares with a total floor area of approximately 120,000 sqm, including:

Regional Government Service Center: ~87,000 sqm

Regional Big Data Center: ~5,267 sqm

Regional Social Governance Modernization Command Center: ~3,295 sqm

Reserved Office Space: ~25,000 sqm

2. Design Concept
"Serene Waters, Verdant Mountains — A Modern China"
The design metaphorically portrays the city as a mountain and its citizens as water, where the well-being of the people upholds urban prosperity. The sleek, contemporary facades and striking architectural forms evoke a sense of solemnity. This is not merely a government service hub but a spiritual stronghold for the community.

3. Circulation Design
For Visitors:

Four independent ground-floor entrances provide access to specialized zones: Public Security, Labor Arbitration, Marriage Registration, and a 24/7 Self-Service Hall.

Additional north/south entrances lead to elevators and escalators connecting Floors 2–4, housing flexible, multi-purpose service halls.

A 5-story atrium serves as the central circulation space, offering grandeur and natural illumination.

The podium roof features a dining area, multifunction hall, urban lounge, and rooftop garden, providing panoramic views for relaxation.

For Bidding Participants & Reviewers:

Bidders enter via the west entrance to access Basement Level 1, while reviewers use internal elevators — ensuring zero cross-flow between the two groups.

For Staff:

Dedicated elevators connect to office areas:

South elevators directly serve the top-floor Command Center.

East elevators access the Urban Operations Center in the tower.

Logistics are managed via three freight elevators.

Key Principle: Strict separation between public and staff circulation ensures uninterrupted operations and privacy.

Design Highlights:

Hierarchical Zoning: Clear division of public, administrative, and technical functions.

Symbolic Architecture: Modern aesthetics reflecting governance transparency and cultural identity.

Efficient Flow: Smart spatial planning minimizes interference while maximizing accessibility.
